About the role
The United Nations Office for Disaster Risk Reduction (UNDRR) is seeking a National Consultant to lead the development of an Early Warning for All (EW4All) roadmap for Vanuatu. The consultant will work on‑site in Vanuatu, coordinating with national authorities and stakeholders to ensure the roadmap aligns with national priorities and the Sendai Framework.
Key responsibilities
- Conduct stakeholder mapping and desktop reviews to identify key actors across the four early warning system pillars.
- Design and implement interviews, surveys, and consultations to gather information on needs and gaps.
- Perform a comprehensive gap analysis and develop a costed roadmap using the EW4All checklist.
- Facilitate a national workshop to refine and validate the roadmap.
- Support relevant authorities in the validation and endorsement process of the Vanuatu EW4All roadmap.
Required profile
- Demonstrated experience in early warning systems, disaster risk reduction, or related fields.
- Proven ability to conduct stakeholder mapping, gap analysis, and roadmap development.
- Strong facilitation skills for workshops and stakeholder consultations.
