Gender-Based Violence in Emergencies (GBViE) Consultant

About the role

The International Organization for Migration (IOM) seeks an experienced consultant to support the integration of gender‑based violence (GBV) and protection risk mitigation measures in evacuation centres across Vanuatu. This six‑month consultancy, based remotely, will run from September 2026 to February 2027.

Key responsibilities

• Develop and adapt GBV prevention and response guidelines for emergency settings.
• Conduct risk assessments and create practical tools, checklists, and protocols for evacuation centres.
• Design and produce IEC materials, awareness‑raising resources, and behaviour‑change communications.
• Provide technical advice on survivor‑centred approaches and coordinate with local partners and humanitarian actors.
• Review and revise existing protection policies to ensure alignment with GBViE standards.

Required profile

• Advanced university degree (Master’s preferred) in Gender Studies, Social Sciences, Public Health, Disaster Risk Reduction, Humanitarian Action, International Development, Law, Communications or related field.
• Minimum 7 years of progressive experience in gender equality, GBV prevention and response, humanitarian programming, or emergency management.
• Proven experience in developing GBV guidelines, policies, and operational tools.
• Demonstrated ability to design IEC and community‑engagement materials.

Required skills

• Specialized training or certification in GBV, Protection, GBViE, or PSEA (preferred).
