MEAL Officer - National Position, Vanuatu

About the role

IsraAID, an international humanitarian aid organisation, is recruiting a full-time local MEAL Officer for its Vanuatu programme, based in Port Vila with travel to the islands. The role contributes to the effectiveness and impact of the Country Program through MEAL plans, tools and methodologies, and supports data collection, analysis, reporting and accountability to local communities. It reports to the Country Director.

Key responsibilities

• Support program design and develop MEAL plans, tools and methodologies, including indicators and data collection methods
• Help design evidence-based programs and refine Logical Frameworks and Theories of Change
• Design qualitative and quantitative data collection tools such as surveys, questionnaires, KIIs and FGD protocols
• Lead data collection, desk and literature reviews, and digital aggregation via LogAlto dashboards
• Analyse data, train data collectors and share findings with program teams and country management
• Support bi-monthly program updates, donor project reports and weekly/monthly MEAL activity schedules
• Manage the Accountability Framework and Complaints Handling Mechanism, and foster two-way communication with communities

Required profile

• Bachelor's degree in Social Science, Development Studies, Business Administration or a relevant field
• At least 3 years' experience in program design and monitoring and evaluation
• Experience working with local communities and monitoring their projects
• Cultural understanding of the Vanuatu context and commitment to IsraAID's aims
• Excellent written and verbal English and Bislama

Required skills

• Advanced Microsoft Office (Word, Excel, PowerPoint)
• Data analysis software skills are an advantage
• Understanding of protection-related programming is an advantage
