Programme Manager – Vanuatu Country Office

About the role

The Programme Manager provides strategic oversight, coordination and management of all country‑based programmes, ensuring alignment with IsraAID’s mission, donor requirements and community needs in Vanuatu.

Key responsibilities

• Lead strategic planning, design and development of integrated country programmes aligned with IsraAID’s mission and Vanuatu needs.
• Oversee implementation of the work plan, ensuring cross‑sectoral coordination across health, education, livelihood, WASH and disaster risk reduction.
• Manage programme budgets, donor compliance and financial reporting.
• Provide leadership and technical support to Project Officers and facilitate capacity‑building for local staff.
• Monitor and evaluate programme performance, prepare monthly progress reports and ensure adherence to safeguarding, safety and security policies.
• Represent IsraAID in forums, cluster meetings and with government, NGOs and community partners to strengthen partnerships.

Required profile

• Higher education in international development, social sciences or a related field.
• Proven senior‑level experience managing humanitarian or development programmes in complex contexts.
• Demonstrated ability to lead cross‑sectoral teams, develop multi‑year strategies and adapt programmes to changing environments.
• Experience overseeing budgets, donor compliance and producing high‑quality programme reports.
