Project Evaluation Consultant

About the role

The Project Evaluation Consultant will lead the final evaluation of the Sef Ples Blong Yumi Phase 2 project, supporting the Vanuatu National Disaster Management Office and IOM in strengthening disaster preparedness and evacuation procedures.

Key responsibilities

• Conduct the evaluation in line with the Terms of Reference and deliverables.
• Review project documents and interview key stakeholders as provided by the IOM management team.
• Organise and lead a kick‑off meeting with the project management team.
• Prepare and submit evaluation reports for final approval by IOM management.

Required profile

• Preferably holds a master’s degree in political science, public policy, development, social science, or a related field.
• Demonstrated experience in project evaluation, preferably in humanitarian or disaster risk reduction contexts.
• Ability to work independently and coordinate with multiple government and community partners.

Required skills

• Strong analytical and report‑writing abilities.
• Excellent communication and interview skills.
