Program Quality Manager – Humanitarian Programs

About the role

World Vision Vanuatu is seeking a Program Quality Manager to lead the design, evaluation and reporting of its development programmes. The role ensures that all interventions are evidence‑based, meet donor requirements and achieve the greatest impact on children’s well‑being.

Key responsibilities

• Manage programme quality functions, including design, monitoring, evaluation and reporting across education, health, WASH, agriculture and livelihoods.
• Maintain a credible evidence base to support informed programming decisions and donor reporting.
• Collaborate with the Portfolio Quality team to ensure cohesive implementation and effective information flow.
• Liaise with donors, regional offices and support units on quality‑related matters.
• Provide strategic input to senior management and work closely with the Impact and Evidence Manager on risk mitigation.

Required profile

• Local applicant with substantial experience in programme quality, monitoring and evaluation within the humanitarian or development sector.
• Strong analytical mindset and ability to translate data into actionable recommendations.
• Excellent communication and stakeholder‑engagement skills.
